For over 40 years Norma Hapgood of Surprise Valley served on the Vya Conservation District board of supervisors. While she was instrumental in many of district's accomplishments during that time, one of her main interests was in the scholarship program. Norma values education and always wanted to make sure the local young people had the opportunity to pursue their educational goals. She was a staunch supporter of our scholarship program, and when she retired from the board it only seemed fitting to rename the scholarship after her. If you'd like to read more about Norma and the scholarship award, you can find a copy of an article written about her in the Modoc County Record at hapgoodmodocrecord.pdf
